Why every 19 years

The gaps are 19 years each: 2001, 2020, 2039, 2058. This is the Metonic cycle. Nineteen calendar years are almost exactly 235 lunar months, so the Moon's phases repeat on nearly the same calendar dates every 19 years. A full moon on October 31 in one year comes back on October 31 nineteen years later.

It also explains the column on the right. On the same date each year the Sun is in the same place (late Scorpio), and a full moon always sits opposite the Sun. So every Halloween full moon is in Taurus, the sign opposite Scorpio.

A waning gibbous moon rises late in the evening, a few hours after sunset, so early trick-or-treaters will not see it at all; it is up for the second half of the night. In the US, clocks fall back one hour on November 1, the night after Halloween.
